- Some major universities and reputed Management institutes engage IBPS regularly for conduct of their “Admission Tests”.
- Over the years, IBPS has gained reputation of being a major “Personnel Selection Test Conducting Agency” of the country.
- Its strength lies in its capability to develop & construct Multiple Choice Objective Tests & tools used for mass level testing programmes and its ability to conduct these exams simultaneously for lakhs & lakhs of candidates in about 200 cities/towns all over India and also in few foreign locations.
- In addition to that IBPS also has expertise in conduct of “Assessment Centres” & “Group Dynamics Related Personality Assessments” for selection and/or testing of personnel at higher level positions like AGMs/DGMs/GM etc.
- During the year 2020-21,total 50 lakh candidates registered for various IBPS Examinations.
- This year the number is low compared to last year as examinations were conducted only from 12th September, 2020 because of Covid 19 pandemic. This itself is an achievements of the institute.
- This indicates that more & more candidates are getting attracted towards job opportunities in Banking, Insurance and Financial sectors and directly/ indirectly.
- the system of the On-line tests conducted by IBPS which are absolutely fair,transparent and test of job relevant skills, aptitudes and knowledge.
IBPS Director’s Message
The Year 2020-21 has been most challenging year in history, due to onset of Covid-19 pandemic in the early 2020.The entire country went into complete lockdown mode from late March’20 and its restrictions continue even to the present day. As a result, IBPS could not carry out its regular activities of conducting examinations for the first 5½ months of the financial year 2020-21,barring very few small examinations with permission from Government of Maharashtra. After obtaining approval from Ministry of Home Affairs (MoHA), Govt. of India and Department of Financial Services, Ministry of Finance,
- Govt.of India,we started conducting online examinations from middle
- of September’20 following the SOP of Ministry of Health & Family Welfare, Govt. of India.These examinations were were conducted in a socially distanced mode (SD) as per the requirement.
- During the first 5½ months, IBPS could carry out certain activities in a limited wayfollowing the restrictions and could prepare itself conducting exam from
- middle of September’20. From middle of September’20 to 31st March’21 weBconducted about 380 examinations with lot of difficulties and constraints More particularly, we were required to develop more sets of question papers as the capacity of examination at every venue was reduced to half due to Socially Distanced Model of conducting examinations.
- This was also the first time that CRP-RRB Scale I and Clerical exam (Both Prelims/Mains) were mostly conducted in 13 regional languages besides Hindi and English.
- Covid-19 pandemic, while posing enormous challenges, also motivated Team IBPS to try novel and safer models of testing.
- IBPS successfully conducted its first ever‘Remot exam from home’ for Indian Institute of Corporate Affairs on May 10, 2020.
- SD model of regular exam also needed touch-free or least touch protocol.
- Circulation of attendancedocuments & ink/biometric thumb impression,were discontinue. In place of these additional safer inputs were introduced during examination like photo, handwriting sample and IRIS data. Conducting promotion
- examinations from Bank premises were scaled up to larger numbers that restricted movement and employees taking exams in a familiar and secure setting.
- The online registration process was also successfully mobile-enabled to facilitate an additional channel of applying from anywhere.
- Owing to onset of Covid-19, our entire calendar of conducting examinations under (CRPs) for both PSBs & RRBs had to be rescheduled.
- In addition, due to complaints received from some candidates as the Degree examination result was not declared by many Universities before the last date of our application registration dates, we were required to reopen the online
- application link for all the projects of CRP-PSBs and CRP-RRBs for those who got their Degree result subsequently and also for those who could not register due to non-availability of facilities during the lockdown.
- We put in all our efforts to conduct all examinations & managed to declare the provisional allotment of all thePosts under CRP-RRBs inFebruary/March2021 and PSBs on 1st April 2021, the original scheduled date.
- This by itself is an achievement for the Institute and best example of perfect team work by all its employees.
- During a short time of 6½ months we also could complete most of the postponed projects,
- all the promotion projects of PSBs, RRBs, Recruitment projects of Co-
- operative Banks, Private Banks, besides many other new projects. In addition, we could complete the process of all the Admission tests under MH CET during this period. Another set of significant projects which we could complete was those of recruitment of Circle Based Officers,Junior Associates Officers & Probationary Officers for SBI and POs/BAS for J & K Bank & these projects were completed in the shortest time ever.
- During the current year, with all the difficulties faced, we completed a big round of recruitment of Faculty and IT Professionals for the Institute and have completed the induction programme for all the new recruits.
- We have also initiated the process of setting-up of new Data Centre and is expected to be completed soon.
- We have also initiated and also implemented reforms in our operations which should augur well for the Institute in the coming years.
- For the year 2020-21 our revenues took a big hit as the number of examinations conducted &candidates tested were less than our annual average.
- Incidentally some spilled over projects of 2019-20 helped us in maintaining our average revenues.
- On the other hand due to conducting of examinations following SOP for SD Model for CRP projects there was a significant increase on our expenditure for the year 2020-21.
- Since we increase our fees for CRP projects and rates for other examinations, the Institute could end the year on a satisfactory note.
- During this year we put in place IBPS Risk Management Policy duly approved by the Governing Board, and the Chief Risk Officer (CRO) is working on finalising Business continuity Plan.
- During the year we also finalised our medium term plan for next five
- years under “Aspirations 2025” to make the Institute future ready for providing better services to Client organisations driven by Technology.
- I would like to place on record the unstinted support and guidance received from the Governments- both Central and States, the Governing Board, RBI, NABARD, SBI,Public Sector Banks, RRBs. I also thank host of our Client Organisations for their continued support and co-operation extended to us.
- IBPS truly values them.Lastly,the whole IBPS team needs to be complimented for their rising to the occasion against all odds faced during the year.
Founder of IBPS
Dr. A. S.Deshpande was the founder of IBPS ( Founder Director of IBPS: 1/4/1984 to 1/2/1993).He was Born in Aurangabad, a mofussil town of Maharashtra in September 1930,Dr. A.S.Deshpande did his Post Graduation from the University of Marathwada and earned his Doctorate inEducation(Ed.D)
from University of Georgia, U.S.A. He Joined(NIBM) National Institute of Bank Management in 1974 as Associate Professor and later got elevated to the position of Professor and Coordinator, Personnel Selection Services (PSS) Unit of NIBM. Post nationalization of Public Sector Banks threw challenges to NIBM to ensure fairness and objectivity in recruitment at the entry level positions and inter scale promotions in the banks. Dr. A. S. Deshpande rose to the occasion and undertook the research for devising selection strategies for the banks and introduced the use of objective tests that were designed to assess the job related competencies for the bank jobs. He initiated his first experiment with Central Bank of India and demonstrated the fair & objective selection for the recruitment of Clerks and Probationary Officers for the bank. The success of this experiment led other banks to approach NIBM for their entry level manpower needs.
Dr. Deshpande,with a team of three faculty members and a handful of supporting staff, undertook selection for all the banks.With the growth in the the area of selection and the onset of BSRB system in recruitment, the PSS unit of NIBM was established as an autonomous body at the behest of Reserve Bank of India and named as Institute of
Banking Personnel Selection (IBPS). Dr. A.S. Deshpande took up as its first founder Director in April, 1984 under the Chairmanship of Dr. Manmohan Singh, the then
Governor of RBI. An ardent researcher and a professor of repute, Dr. Deshpande, put the theoretical models of Intelligence testing into the practice of Selection Testing. He always believed that re - search must end into providing practical solutions to the realistic problems of the society. He devised and implemented the models of selection testing and executed the selection testing taking the mantle of operations in the conduct of examination and processing the result thereby analysing post examination data and refining the models of testing after completion of each recruitment project. He made a motto that technology should support and follow the researcher and not drive him. He built a unique model of technology & human support interface to ensure the accuracy at the level of six sigma in result processing, thereby giving an adage to the institute “Accuracy, Secrecy and Speed”.Over the years this adage became a value system of IBPS.He continued refining his research models, each time refining and implementing. He always believed in implementing the slogan “Theory without practice is lame, practice without theory is blind”, He brought to the horizon of the banking industry a reliable, fair, transparent and accurate system of personnel selection & evaluation. He demitted his office in 1993 as Professor and Director of IBPS.Post retirement, he continued teaching in Narsee Monjee Institute of Management Studies, guiding management students in the area of HRM, Selection Testing & manage
Educational Assessment. He left for heavenly abode in January 2004.
Dr. Deshpande’s thoughts:In all the selection systems, we assess characteristics related to the jobs which can be broadly categorised as the qualities of the head and qualities of the heart. The characteristics like analytical ability,reasoning,quantitative
aptitude, English language ability, knowledge of particular subjects required by a particular type of job, are characteristics of the first type which we generally call cognitive abilities. These cognitive abilities are assessed or measured through an examination, the most popular being the objective type tests. It is not because of convenience,speed in assessment that the objective type tests are used, but they are used increasingly today due to their effectiveness in terms of fairness, reliability and validity.
Historical Background
The journey of IBPS is closely associated with a major event in the economic arena of the country; the Nationalisation of 14 major Banks in 1969, and thereafter, establishment of NIBM as an apex level research and training institute of all public sector Banks, almost at the same time.After Nationalisation of the Banks in 1969 ,Banks were required to open more and more branches so that more and more people can avail “Banking Services” in the country. Banks started expanding their branch network, but it was not possible without recruitment of new employees. Managing the Critical and Crucial activity of “Selecting Right People for the Right Jobs” was a big task for the banks.At the same time the selec -tion process of the banks, which they were following those days, was not a uniform, standard & scientific selection process. Besides this, some Sr. People in the Banks were of the opinion that the traditional system of selecting employees had no clarity regarding the characteristics to be measured in the selection process and their relevance to subsequent on-the-job performance and career growth of the selectees.
- Since Banks were Public Sector Organisations, the “Public Accountability” was also a major guiding principle for them.
- It was necessary for them to adopt a selection system which should be open to all eligible and qualified applicants.
- It should be fair, impartial, effective and should select only those candidates who are “most suitable”For the job.
- But since Branch Expansion was the priority of the banks, they started advertising their vacancies. As expected they were flooded with applications of many well qualified candidates.
- The personnel departments of the banks were not equipped to handle this voluminous activity.
- Therefore some of them approached NIBM which designed a new Selection Testing Process for the Banks and launched it in some parts of the country.
- The new system got spontaneous acceptance from the banking industry.
- As a result more and more banks voluntarily started using this new service.
- As the demand increased substantially,it was decided to constitute a small (PSS) unit to handle these projects.
- A few years later in the year 1984, the same PSS Unit of NIBM was converted into IBPS and Dr. A. S.Deshpande,who was then Professor in-charge of PSS Unit, became its founder Director.

- Design & Analysis is under independent charge of Ms.Ayesha MartinArranges to develop ability tests / aptitude tests, professional knowledge tests,finalizes all tests including translated versions, wherever required, for every exam . Arranges to compose the question papers in both Hindi and English and checks for accuracy. Arranges to upload the question papers before the examination.
- Verifies accuracy of uploaded questions for every examination. Provides right answer keys to TSS Division. Analyses quintile report and finalizes the right answers for result processing.
- Client Relations I (PSBs & RRBs) is under independent charge of Ms. Dipika Khurana Client Relations II (All other organizations) is under independent charge of Ms. Priya Srivastava Client Relations provides inputs to the client organisations and internal Divisions of IBPS for timely and effective execution of recruitment processes. Interacts with client organizations for all projects – recruitment, promotion, placement, admission etc.
- Helps the client organizations to decide the selection strategy.
- Prepares the schedule of activities. Prepares all the necessary documents including instructions to candidates, testing personnel and venue officers for execution of the project.
